Almost nothing in a considered interface is pure #FFFFFF. The near-whites collected here — bone, eggshell, ivory, alabaster — sit above about 85% lightness with barely any saturation, and the small amount of colour they carry is what keeps a light theme from feeling clinical. They are also gentler to read against, because pure white at full brightness is a common source of eye strain.
